Government of Maharashtra is implementing a National e-Governance Plan (NeGP) to provide government services to the rural population at their doorstep and at an affordable cost. With an aim to bring transparency in the system and establish citizen centric governance, they planned to set up 11,819 Common Service Centres (CSC) under NeGP.

State of Maharashtra consists of thirty-five districts, which are grouped into seven divisions: Aurangabad, Amravati, Konkan, Nagpur, Nashik, Pune, and Nanded.

Key Challenges

Maharashtra government's objective was to develop a platform that can enable organizations to align their goals for the benefit of the rural population through a combination of IT-based and non-IT-based services.

Maharashtra government launched a CSC scheme called 'Maha e - Seva Kendra'. Altogether 10,483 rural and 1,336 urban Kendras were to be set up in six revenue divisions of the state through public-private partnership.

Spanco bagged a contract to set up and run 3689 CSCs in Pune & Konkan divisions for a period of four years. These regions collectively cover ten districts, namely, Mumbai, Thane, Raigarh, Ratnagiri, Sindhdurg, Pune, Satara, Sangali, Kolhapur & Solapur.

Solution offered

Spanco tied up with various banking, education, NGO, telecommunication and government organizations to deliver a wide range of services through CSC. It set up a Data Centre in Mumbai, which served as a gateway for access of G2C and B2C services, and proposed a corresponding Disaster Recovery Site in Pune. Following that, backend infrastructure was integrated for delivery of services at all CSC sites:

Results / Outcome

The common man would be able to procure information at a faster speed and leverage that to reap benefits. IT education and various other trainings offered would also
increase the employability for rural citizens in the fields of financial services, micro enterprises, telemedicine and health

This would act as a low cost vehicle for government institutions and enable easy, direct and cost-effective delivery of e-governance services to the rural citizens

CSCs would promote rural entrepreneurship, build rural livelihoods, and enable collective community participation for social change

CSCs would provide a platform to Civil Society Organizations and NGOs to communicate with remote and isolated communities and help them in their upliftment

It would have a significant and lasting impact on rural livelihood in the areas of empowerment, equal opportunity, gender equity, social inclusion, better governance,
employment generation and human development
