The Government of Orissa is committed towards the development of the IT Sector in the state. The objective is to offer inexpensive access to information to citizens, transparency in governance practice, door-step delivery of services, increased employment and economic growth.

Key Challenges

The Government wanted to link the State headquarter (SHQ) at Bhubaneswar, 30 district headquarters (DHQ), and 284 block headquarters (BHQ) with each other. It required data, voice and video services at various government offices with capability and flexibility to expand and upgrade to cover all parts of the state.

The envisaged bandwidth for the network was 2 Mbps (upgradable to 8 Mbps) for connecting SHQ with DHQs and 2 Mbps (upgradable to 4 Mbps) for connecting DHQs with BHQs.

Solution offered

Spanco implemented OSWAN on a Build, Own, Operate and Transfer basis to provide data, voice and video services to various offices across the state. It also connected 20 horizontal offices at Bhubaneswar, 15 horizontal offices at Cuttack, 12 horizontal offices at Berhampur and 14 horizontal offices at Sambhalpur.


Following activities were carried out to deliver the proposed solution:

Procurement, installation and commissioning of the equipments
Procurement of transmission media on behalf of the Government of Orissa
Integration of the network
Operation, maintenance and up-gradation of equipment/network
Provisioning of prescribed services by executing a Service Level Agreement (SLA) between Spanco and OCAC for the entire        period of contract

Results / Outcome
Network infrastructure can be used for delivery of several government services
Chief Minister's office and state ministers would be connected directly to the District collectors through a secured network. Video-conferencing would enable real time
     interaction and faster decision making
VoIP communication would help in cost-cutting
Connectivity with all the government offices in every department and all the districts and talukas in state
Faster Review and Audits and ability of offices to share knowledge
